Zoom issue
I have this same issue.
I tested on: firefox, chrome, traccar manager.
The problem is only on default map (Wikimedia).
I use bing hybrid. Userkey is free have no problem
I've encountered same/similar problem with Wikimedia maps (the default one): some areas in my city (Saint-Petersburg) are impossible to zoom into.
Checked with Opera 65.0.3467.78 and Vivaldi 2.10.1745.23 (both are based on Chromium) and Firefox 71.1.
I guess, the reason are at Wikimedia servers side.
A workaround: switch to another layer in Account settings.
I noticed this morning. I have tried both my own server and demo2 server.
OpenStreetMaps Layer
Both Web view Chrome Version 79.0.3945.130 and Android Traccar Manager 2.9
