Setting Default Location by Lat & Lon?

Did this get fixed in the 3.1 download of traccar? If I re-download will it work now?

I want to set my default view on the server so that it doesn't load Europe when someone logs in. I have tried changing the Lat & Lon on the settings within traccar, but every time I open the client the map is just blank. Any ideas why?
