Seeking tracker with relays controlled over data, not sms.

Interesting, however I don't understand why companies does not want to sell their items and show prices online.

Im using telit simcards to track my cars all over europe.
However, to turn on the relay to start the oil burner for engine heat, I have to send an international sms, which is way more expensive than the data bytes involved, if the tracker could be controlled over the data connection.
Can anybody reccomend a device, which does that? Or just a tracker with a serial connection I can connect to an arduino to do the switching of relays? Actually, more than one relay would be fine, as I could then both control the oil burner engine heat and shut off the fuel pump in theft conditions.
