Rrecommended tracker with Fuel
Unfortunately I can't recommend you any specific devices, but here is a list of protocols that support fuel info:
Aquila, Atrack, Gl200, Gps103, Intellitrac, Jt600, Meitrack, Mta6, Noran, Stl060, Tytan, Ulbotech
Some other protocols can also support it through generic ADC attribute.
