Roles Manager

I want to create a structure where an administrator creates a manager user, and then these manager users can create other manager users or regular users. Is this possible?

I believe currently managers can only create regular users, but it's probably a simple code change.

Does this mean I should make the change in the traccar code? Isn't there a version that supports that?
