Problem with manager account

I have this unusual problem.
From my admin I created a user (manager) account capable of creating other users and adding other devices to them. The permission are set to [users: -1][devices: -1]
However devices added by this manager account are mostly offline or unknown. Whenever I remove the devices from the manager account and set connection to the end user account, it stays online.
Ps: This issue made me created a new traccar server but I still have it.
What am I doing wrong??
