Try Chrome just to be sure it's not an IE issue. Also, please provide a screenshot of the problem.
Chrome is working fine. So it seems to be an issue with IE-Compatibility.
I'll use Chrome in the future. ;-)

You can check developer console in IE to see what errors it shows there. If you used old version of Traccar before, make sure to clear cache.

When I try to open an existing Geofence (Settings - Geofences - select Geofence - click Edit - click on Area-Button) the Dialog-Box is somehow in the background and not accessible.
I'm using actual Traccar 3.6 and IE 11.0.9600
