No connection outside LAN

I have read a troubleshooting page.
I tried to use a port check tool, but all ports are closed.
I created a firewall rule on Win7, but ports 5055 (Android Device) and 8082 are closed
I debilitated firewall on router but the ports are closed
I setted a Port forwarding in a router (for port 8082 and 5055) but the door are closed.
Can you help me?

Sounds like you don't have a public IP address.
I thought the problem is that, I created a NO-IP account and i setted a router with the parameters.
But doesn't have access.
I have a PPPoE internet connection, It's this a problem?

You should contact your internet provider and check if you have a public IP address.

i'm a newbie ...
I installed the package release includes communication device and back-end Web interface for windonws.
I Created a rule for a Firewall and I setted a Port forwarding in a router
I logged in under http://localhost:8082
I installed a traccar client in my android device.
Everything works in a LAN but if a change an adresses of servers with a host created by NO-IP service the client doesn't send a data.
(Sorry for my English :S )
