Have you tried filtering by distance?
I have just added <entry key='filter.distance'>50</entry>
to the config file on the server it seems to of helped a little I may need to increase the number.
Is there away to change this on the device so they are not sent in the first place?
Or is there away to stop it sending locations with geofences?

You can configure distance reporting on the device, but it will use a lot of battery in that case. It would need to keep track of the location constantly.
I have a samsung a7 tablet in my truck it works great when moving, but when parked up it will send false location then when viewed on the computer it will show hundreds sometimes thousands of location for the day even when the truck has not moved.
The false locations showen are all fairly close to the location of the truck.
My traccar server is hosted by me on a windows 10 system but I had the same proplem with traccar in a docker container.
