What kind of trackers do you use?
Do they support iBeacon functionality over BLE ? For teltonika devices i would have an idea how you can fix your problem.
They support the BLE technology and you can set one device to send an ID what the other one receives and which is sent in records to traccar.
In traccar you can build a computed attribute which creates an alarm, if device is moving and does not include the ID in record.

I have a trailer with Device #1 and a truck with Device #2.
Can I setup an alert to notify me if the Device #1 leaves a geofence without proximity to Device #2?
ie: If the trailer is removed by any other vehicle than my truck, I will be notified?
