How to set Inactivity Period

Hi, can anyone help me to understand how inactivity period works to send notification ?

I Would like to send notification to my cliente when his vehicle is more than 12 hours without gps comunication (or offline).

What is Inactivity Start? and what value that I need to use in this case ?
and Inactiviy Period ?

I now how to set notifications, I now how to set it on the devices, but I do not now how to use with my question of 12 hours.
