Follow to last post.. A 16x16 raster graphic as above can easily be created using the graphics app built into Windows: mspaint.exe also known as "Paint" or "Pbrush"
Set image attributes (CTRL-E) to 16 x 16 pixels, black and white. Set pulldown menu "Image" and uncheck the option "Draw Opaque" Set Zoom to max 800%
Use left clicks to draw pixels and right clicks to remove them.
Save As... the finished image as .PNG (File size < 1 Kb)
Object to create a transparent 'icon style' raster image can be over-laid over scalable .svg graphic center. The background color of vector graphic .svg underneath shines through gaps and edges of the overlaid fixed scale raster graphic.
Here's some .png I just made up with mspaint.exe, ready for use

OK, please create a feature request on GitHub and we'll consider implementing it in one of the future releases.
I can't create a feature request as I don't have a Github account, could someone please do so on my behalf?
BTW I still don't know what Github is and how it relates with Traccar - which seems to work without Github installed.
GitHub is a website where Traccar source code is stored. Most open source projects use it.
