Those are zero coordinates. That's pretty common if your device doesn't have a GPS fix. Not a server issue.

In the configurator for the Teltonika devices, under System Settings, you can set the Records Saving/Sending Without TS to After Position Fix.
The device will then only send records if it has a GPS Fix.
