You don't need API key. You need to get permission to use their tile server directly.

You have to get a permission from Google to use it. I am not sure what the condition of the licensing are.

I applied the google maps based on your instruction, but the problem is it works only on the admin page not on the other user login. The map was not loaded in the user login. It was just a clean white page in the maps, rest all fine.

Take a look in the database. The per-user-map is saved there. You could update the map for all users there. Or maybe send an email around telling them to change it in Account->Preferences->Map Layer.
I had the problem in bringing google maps active. So I felt this instruction may help others in applying the custom maps.
Kindly follow the following procedure.
Click on the settings and open server panel
In the server settings set the Map Layer to Carto Basemaps or anything as per your preference except custom
Now apply the appropriate Custom map layer url which was mentioned in https://www.traccar.org/map-layers/ and apply it.
Its the time to set the custom maps to the users.
Click on the settings and select user
Choose the selected user and click edit to open the user account panel.
In the user account panel under preferences choose Custom maps on Map layers.
That is it. Everything will work now.
