No, it's not possible. It's not even possible to run it on a regular shared hosting. You need a VPS or dedicated server.

Azure and Amazon EC2 are good VPS providers, but they are pretty expensive. You can find some cheaper options here:

Traccar works good on any system, so it mostly depends on your preference. Windows system usually requires more resources, so I would recommend some Linux distro. I use Ubuntu on my development machine and on demo servers as well.
Did traccar work on Google VPS ?
Traccar does indeed run on the free tier of google cloud. Just follow the instructions that are given for Digital Ocean. You then need to edit the firewall rules to make sure the port you are using can get through. It is working fine for me (I am using Ubuntu) for tracking a single device.
