By default the port for web interface is 8082, so you need to open http://your.computer.public.ip:8082.
You will also need to go into your router's settings and find port forwarding and make sure your external IP address is port forwarding 8082 to the local IP address of your Traccar server. You also need to port forward the port that your GPS devices are using (in my case 5023).
