email notifications to all users for devices not assign to them

for some reason all other users receives email notifications for my devices which not assign to them and they dont see them to the device list. this how can be happen?

can be something with groups? if users are in the same group, it will receive all notifications even the devices not assign to them?

If groups of devices are linked to users, yes, obviously they will receive notifications as well.
