Driver monitoring devices

One of the countries we operate in (South Africa) is introducing a revised road traffic act which will likely require companies with multi-driver operated vehicles to introduce driver tracking.
That is, which driver is operating the vehicle at specific times

For driving infractions, if that data is not supplied, then the deemed legal driver will be the company representative against whose name the vehicle is legally registered.
Due to a new driving points system, this could lead to the company rep having their driving license suspended even if they were not the actual driver of the vehicle.

As a result, we need to track which driver is operating the vehicle.

In an older system we used, some of our units had an optional terminal attached, where the driver would swipe an ID card to notify the system of driver change, and optionally deactivate the ignition cutoff.

Are there devices for Traccar that can support this functionality.

As an alternative, I have thought to install a relay operated by something like a bluetooth device, where we could write an Android or iOS app to operate the relay, as well as notify our own system (outside of Traccar) where we stall all driver and vehicle history.
Has anyone seen or used such devices?
