Disable registration button does not work

I put the line:
<Entry key = 'web.debug'> true </ entry>
In the configuration file as you explain, but the result remains the same except the changes but when editing again they do not save. Should I have forgotten something?
I got Anton, I was missing implement the web / app / view files. I did as explained and I restarted the service, now it is working. Thank you!

I am trying to disable the registry button by the server settings but it does not work, I change it, saved, but when I go back in the settings it remains enabled. Could you help me on how can I do to disable the registration button?
