Different content depends I log in from local or public IP

I have one self hosted server and one account.
When I log in from public IP I see a different devices than I connect from private IP.
Recently I changed public IP and I have no access to devices on that IP's account?
Can I move it somehow to the private IP account?

You're mistaken. There's no such thing as private/public IP account. If it's the same account on the same server, you will see the same devices. If it's not, then you're either using different accounts or different servers.
