Device recommendations for tracking ambulances in Honduras

In several weeks I will be traveling to Honduras (from USA) to help develop some kind of ambulance/fire truck tracking system. In the USA, I've been using Cradlepoint IBR1100 with Cradlepoints NetCloud solution, but it is not practical to use something like this in Honduras (mostly due to cost). I already have a Traccar server set up for receiving GPS messages.

My thought is to get several devices (as a trial) to take along that we can plug a SIM card from one of the cell providers in Honduras (Tigo or Claro) and pay roughly $20/month per device to transmit the GPS data to my server. Or is getting a device with it's own service better? What I want to avoid is being restricted with adjusting settings, and avoid having the GPS messages go to another server first before being forwarded to my server. I'm looking to send messages every 2-5 seconds if possible, with the maximum time probably at 10 seconds. The devices themselves will probably be hard wired to the vehicle's battery so that there is very little human interaction needed after the devices have been set up. (I want to avoid a human having to recharge every couple of days) Right now the goal is just seeing the location of the device/vehicle, there is no need to see ignition status or any other settings right now. Don't have a device recommendation, but you can probably find much cheaper cell service. Many providers have a special option for IoT devices. I would recommend looking into it.
