Can we setup devices by sending commands for configuration via traccar

I am working on a gps device a variant of Huabao and. what i want do is to be able to configure devices and also receive transmission. so when i get a new device i want to send setup commands to it while it is connected to a serial port. is this possible? am very new to this so any help will be appreciated. thanks
