Found an OBD device and when I try to identify its protocol, I noticed its like Huabao protocol. Identified using the guide on traccar help. anyhow I can't see fuel level. is there any way to do experiments to identify actual fuel level.

Do you have the protocol documentation?
No. I only received the device and I wasn't able to find any documents related to the device. When I receive the device, it configured to 27.aika168.com:8185
Without documentation it won't be possible to say whether your device is sending the fuel info and if it's supported.
It's receiving fuel consumption correctly in aika168 platform. is there any way to find out the protocol document?
