how i can make backup only from my devices and users list and configs ?

Select corresponding tables and backup only those tables.

Can you recommend a good and easy program for me to open db file ?

Depends on what database you are using. For default H2 database you can use H2 console.

Can I backup from local server ( devices and users) and I can restore to Traccar Server. I wanna buy your server.
