Device Time not changing

I have a device which is showing same time when it sends new packet to taccar, on sms it is showing correct utc time but on traccar it showing same time and not changing.

Please confirm what will be the issue and how to resolve it.

Also I am unable to decode the data from hex to text.

Most likely the message samples you provided don't have any GPS data, so you see the last known GPS fix.
