Force Device Limit over users by default

Hello all,

I want to setup the system so that every user that is created by default has only (3) devices limit by default, and then the system admin can choose to increase that number for individual users.

It's a fairly simple change in the code. You can also submit a feature request on GitHub if you want.

Thanks for your reply, however, Can I do this from the configuration XML file, or from the database level. I really don't have the intention to modify the code and recompile.
