Some trackers have a fixed ip set by the manufacturer. So you could contact the manufacturer if this is the case. If so, normally need to update the device with a changed firmware.
You can try to reset it via the command: "begin123456" and then set up the IP/Port again with "adminip123456 domainname 5013".
