It should be possible. First thing you should verify is if your device is reporting the value. Then if you still don't see it, provide a HEX sample and let us know the parameter id.

it seems to be 84 (*0.1 in liter of fuel) or 89 (in % of fuel) depending of the car compatibility with the device

Check the parameter ID from Teltonika FMC003 Data Sending Parameters ID.
Verify if your device is sending these parameters. You can click on your device and then select "More Info" in the popup. Check if you see the io## of the parameter, like
io205.After confirming that the device is sending the parameters you need, you can create some calculated attributes to handle the information.
If the device is not sending the parameters, then you might need to activate them in the device's configuration, possibly by enabling Codec 8 Extended as well.
