Device attributes

I cant understand for what we can use Device Attributes (Devices -> Edit -> Attributes)?
Could u give me short description?

What options do you see there? That's what it can be used for.

For example "Ограничение скорости", how can I use it?

If you set a speed limit, you will get speeding events when device goes beyond that limit. I feel like it's a pretty obvious.

Can i use "test" value in "Custom attributes" ?

You can if you enable processing.computedAttributes.deviceAttributes in the config.
