Multiple users sharing same devices

is it possible to have a device visible between 2 different users ?
I try to add the same imei to a different users and a SQL error was shown, I had to delete the IMEI from user 1 so I can add it to user2
In the process, all the information from the device was erased
Is this a limitation, or I am doing something wrong?

You can't create two devices with the same id, but you can assign the same device to multiple users. You need admin or manager access for that.

It's the same as with the legacy app.
