I have never seen this utility before. As long as it can send NMEA with some kind of identification, it should be possible to handle it on Traccar side.

From my point of view this tool is just dumping the NMEA Data (from Virtual Serial Port) as a file to disk.
To use this data on Traccar, it needs a "service/deamon/piece of SW) that just reads the NMEA data, adds the device id and sends it to port 5055 with the OsmAnd Live Tracking web address format?
Am i right? Is this a way?
