the best is Teltonika because its work and wide database, second Sinocastel series , and the cheap one is Szorchid Oc-10
be careful as OBD devices can read from one model but it cannot work on other, so buy sample and later do volume purchase
for remote action you will need to search for teltonika can bus "CAN-CONTROL"
