It is probably the normal fluctuation that the gps has when it is stationary.
I think you just need to turn on static navigation on your locator

I agree with Nicola but if you want some custom handling for this, there is some filters you can apply also in the traccar.xml file. Check the traccar documentation on this page
Do you use Teltonika?
