EventForwarder instantiation

we would like to know the different places where the "EventForwarder.java" class is instantiated?
for the moment, we have only found "Context.java". please help us

I don't see anything there.
I would like to understand the transfer of events, especially alarms.

I don't see the alarms I set up in the json that is transferred to my other web server.
