You question seems to be about Traccar. Without network access, device won't have ability to report any data to any server, of course.
There are some devices that store data in memory and let you download it via cable. That's one option.
Another option is satellite connection, but not GPS satellites. Some devices use satellite network instead of GSM.
There's some GPS trackers that use and connect via satellite only, but they are closed and report to their own servers.
I could'nt find anything about how to send that data to a traccar server or anything else.
They also have an SOS button that you can push in case of emergency and they will send a rescue team to your location.... (and if you're not in danger they will charge you :) )
Is there any 100% satellite gps that does not use a sim card that can be included in traccar?
