Can't send engineOff command from normal user

I, I would like to allow normal user to send command to their attached devices but I cannot send StopEngine.

I almost receives this error from server:

Manager access required - SecurityException (PermissionsManager:178 < *:353 < BaseObjectResource:139 < ...)

You should be able to send a command from a normal user as well.
