Port 5190 is UDP only.

What makes you think it's the same protocol? Do you have documentation?
Yes, is the same protocol, kindly find the below documents and testing details with Traccar Demo Server.
Also, we have added one device " Identifier: 573141" to your server "demo.traccar.org" with TCP "5191" for testing purposes and the device is sending data to the server every 5 minuts so you can also able to check.

We are unable to connect "Starcom Helios AVL devices" to the port number "5190" because this port is not open on the "Traccar Server 4.10".
Also "5190" port is not open on "demo.traccar.org".
We have tried to connect the device with "5191" for testing connection, is connected properly.
