How to set alarm when "stop" occurs inside "geofence"

I was asked to set up the system so that a notification would be generated if a vehicle stops longer than 5 minutes on a route inside an area.

This seems to be two conditions with an AND operator, which I do not know how to do.

Please provide me with guidance and ideas to solve this.

I don't think it's possible.

The above was a request from a client trying to enforce social distancing by monitoring drivers stopping at restaurants, supermarkets, etc.
