Speed Limit and Road Surface Type

I am new to Traccar and just wondering if anyone knows the best way to determine road speed limit and road surface type?

We are tracking units and want to flag if a unit has exceeded a posted speed limit by a certain threshold and don't know where to grab that data from.

I see the "surface" key for OpenStreetMap but not sure how to implement it using Traccar: http://wiki.openstreetmap.org/wiki/Key:surface

You need an access to raw OpenStreetMap database. They might have some web API to access it.
