User facility to change Map Layers

Now that I am able to link our Local Council's Mapping Layers to Traccar, I need a facility for Users to be able to switch between Mapping Layers. EG: "Custom (ArcGIS)" to "Bing Maps Hybrid", etc.

Mostly our Fire Trucks will be deployed in the Local Council Area but periodically they get deployed elsewhere.
Our Council Mapping Layer only covers the Local Council Area and not elsewhere so the mapping is blank.

Is this something that can be enabled?

Just to qualify it a bit more. the User is Readonly and Device Readonly.
If I remove their Readonly then they can change their Preferences but it also gives them access to too much else.
I only what them to be able to switch Mapping Layers and not change anything else.

I have figured out how to accomplish what I want.

I removed the Readonly, removed access to the Group of Devices and gave access to just the Devices. This way they could not change the Group.

This can be deleted/closed.
