Default zoom not working
It works for me. Are you setting it for the whole server or just user account. I just tested and it works for my user account. Try zoom values from 1 (min) to 19 (max).
Ah, yes, that was the issue. I was trying to set it on the server panel and not the account panel.

I just tested server-wide settings as well and everything works for me. Note that you need to refresh the page for it to apply.
Yeah, turns out I had a zoom setting of 3 on the account tab which overruled the server setting. I didn't realize that there were two zoom settings (in the account and server tab, must have absentmindedly set the account one earlier and 3 was a low enough zoom level that I didn't notice it had zoomed at all) so I thought something was broken when I was altering the server zoom setting and it wasn't doing anything.
I am running Traccar 3.3 x64 fresh install with default database and no modifications on Ubuntu 14.04. Setting default zoom level appears to do nothing. I have set it to various integers between 1 and 300, not sure what the expected range is. I have tried both Open Street Map and Bing Maps. I have tried refreshing the window and clicking the individual tracker listings to trigger the default zoom without resolution of the issue.
