Tracker for VPN or domain name

I never heard of a tracker that has any VPN functions on board. Maybe use an old phone and use its VPN connectivity together with traccar app?

I'm looking for a GPS Tracker that can build a CISCO compatible VPN.
Or
a GPS Tracker in which instead of the IP the domain name can be entered, not "IP: PORT" but "DOMAINENAME: PORT".
