Probably because of 1 m updates.

Yes, it is.
The current distance between two nearby data is varied, between 1 m to 21 m. So it can be accurate into 1m, but the data didn't report by 1 m.
I don't understand your point. Anything higher than 1 m will be reported. Are you expecting exactly 1 m every time? GPS doesn't give that kind of precision.
Yes. I assume my setting could have a result like, once reach to 1 m, update the location or if passed 1hr, then update location too. If not, how frequently the data updates? Does it always update the location by a second rule? For example, update every second, when it is over [distance value]; no data update when the distance is less than [distance value]. Like this way?
I set the Traccar Client setting as Frequency: 3600(1 hr); Distance:1 (m) and Angle: (blank) on my iPhone XS.
But when I export the data excel and show on the ArcMap, it gives me a data set like an update every second instead. What's the problem with this type of error? Thanks.
