I know this isn't likely related to Traccar, but I'm hoping someone could give me some insight in case this has been seen before.
History. I had a Ubuntu machine with Traccar server using embedded H2 database. Using 10.0.0.10. I decided to upgrade, and use MySql, so I spun up another VM with Ubuntu, Mysql, Traccar. Once I verified it was all working at 10.0.0.11, I stopped the old server, changed IP of the new server to 10.1.1.10 and booted. We access the web interface from 5 PCs. 3 of those had no issues connecting to 10.1.1.10 on the new server. There are two that hit the site and port, but solely give the spinning circle, no login.
We've spent a couple days troubleshooting, im afraid we're missing something stupid simple since we've been poking around.
Uninstalled Chrome, ran BleachBit, reset windows networking (netsh winsock reset), uninstalled Antivirus, disabled Windows Firewall and Defender.
Unable to access from Edge, IE and a clean Chrome install on that PC. The two PCs that can't connect are identical (specs, OS, etc).
I can't find anything in Ubuntu that would block these two IPs, per-se.
Has anyone else seen this issue, or have any ideas?

I would recommend to check browser console to see if there are any issues.
Anton, I did not see anything out of the ordinary in Browser Console, specifically no errors. Could you perhaps provide me a little insight as to what's happening for the circle? Just trying to build some more things to check. My first thought was ARP issues since the MAC changed IPs in the eyes of the PCs, but that wasn't the issue.
Loading is shown by default. If you can't get to the login screen, most likely some files are missing or API is not working for some reason.
