How can i set a vehicle manually the starting odometer value?

You can set total distance, but not the odometer. Odometer is reported by your device.

ok but if my device doesnt report odometer value , is it possible to add the starting odometer value to each device create it?

If your device doesn't report odometer value, you won't see odometer value in Traccar.
