now i get the port ( 5023 ) and the the ip from ISP

Make sure it's open and visible from the outside networks and configure your device. It's all explained in the documentation.
i need to know the real steps to setup Traccar on my PC .
The steps that i do is .
1- java install
2- traccar installation
3- start the trccar service
4- put the identifier number on this page http://localhost:8082/
so what is the next (i do not know the is the ip and port stuff and how i can do it )
but the URL is http://41.32.104.230 when it was installed and when i google what is my static ip is i found that 41.32.104.230 , the version of my device is TR06
