SYN/ACK packet not sent in response to SYN packets

Traccar Client for Android connection fails because SYN/ACK packet not sent in response to SYN packets
Windows 10 machine
Local Traccar server configuration with public address 82.158.4.197 and TPC ports open in router (5000-5100)
TCP 0.0.0.0:5055 0.0.0.0:0 LISTENING 54672
Any hint on this issue?

Have you tried port checking tools?

The port 5055 is listening but no connection is completed due to "SYN/ACK packet not sent in response to SYN packets" observed with Wireshark.
3 retries after first SYN message but no connection fulfilled
Tried with with "https://www.traccar.org/port-check" but it does not connect either (82.158.4.197:5055)

There must be some serious issue with your system.
