New devices not detected

Hi, I am new to traccar. I installed the server on windows and rebooted the pc. The server working well and I added a new device. The device is tagged 'offline' in the deviced list.
The device is tk102b bought from amazon.
The imei is noted on the device.
I used a hologram sim card. I have no number to call it but I can send sms to it from dashboard and I get answer 'begin ok'
For the status I get : GPS: no, Gprs: off
What's wrobg with my setup.
How can connect my device to the traccar server

One more thing I want to ask When I use SQL Server as database with Traccar 4.0 it Generate Tables but does not login it. Traccar Service is stopped but when with same configuration I use Traccar 3.17 it runs fine.

I opened the port 5055 in my local pc using my ISP settings page and used the traccar client on my samsung s8 to send location to the server. The device status on the server dashboard is always offline, in log I have only "connected" lines and in traccar client status I have "send failed"
I think it is a server problem maybe concerning opening port
How can I connect my phone traccar client to the server
