Since we started using Traccar, everyday at around 7pm the devices are no longer being tracked. Then 2 and half hours or so later it all starts working again. I believe what is going on is that it seems to stop decoding the HEX during that time. Here is what our log file looks like every day. you can see if failing and then it starts to work

At first sight, I'd say you ran into the daily quota for reverse geocoding.
Try changing reverse geocoding provider or turn it off, to see if it works without RGC.
So I turned off the reverse geocoding by setting the field in default to false, but we are still getting the same issue.
any other thoughts?
You shouldn't change default config. Disable it in the main config file instead. Also, don't forget to restart the service after changing the config.
@ Mandrews, I am also facing same isssue as it stops working and then suddenly starts working again.... Did u get your issue resolved, if yes, please suggest
