Yes, you can as long as you can forward some ports to your Windows machine.

Be sure your router / firewall accepts UPNP !
a) Download upnpc-exe-win32-20150918.zip from http://miniupnp.free.fr/files/
b) create a .bat file with this lines:
upnpc -a 192.168.1.64 8082 8082 TCP
upnpc -a 192.168.1.64 5055 5055 TCP
c) Replace 192.168.1.64 for your server ip
e) Add all ports you need.
f) Run the .bat file
g) Start Traccar
